تطلق الحركة المدنية الحقوقية المستقلة نداءً عاجلاً إلى المجتمع الدولي، مؤكدةً أن مؤشرات الفساد بلغت ذروتها في المحافظات الخاضعة لسيطرة الشرعية في اليمن. إن الوضع الراهن ينذر بكارثة حقيقية، ويهدد بتقويض أي جهود لإحلال السلام والاستقرار في البلاد.
لقد أشارت الحركة مرارًا وتكرارًا إلى تفاقم هذه الظاهرة المدمرة. وتأتي تصريحات البنك المركزي الأخيرة، التي كشفت عن عدم توريد إيرادات 147 مؤسسة إيرادية إلى البنك المركزي لتؤكد ما سبق وحذرت منه الحركة. هذه ليست المرة الأولى التي تتكشف فيها هذه الحقائق الصادمة؛ فقد سبقت ذلك تصريحات للجنة الخاصة للبنك الدولي، التي أكدت أن البنك المركزي يعاني من عدم توريد إيرادات المحافظات أثناء التحقيق في اختفاء أموال منه.
استغلال النفوذ وتأثيره على الاقتصاد الوطني
لقد أصبحنا اليوم نشهد ظاهرة خطيرة تتمثل في ممارسة كبار المسؤولين للتجارة الخاصة، وهو ما يشير بوضوح إلى استغلال المسؤولية العامة لتحقيق أهداف شخصية هذا الاستغلال أدى إلى زيادة وتيرة الفساد داخل المؤسسات، وتحويل الإيرادات لغرض المضاربة بالعملة، مما تسبب في انهيار العملة الوطنية وتداعيات اقتصادية وخيمة على حياة المواطنين.
#تفتت القضاء وتغلغل الفساد السياسي
تشير الحركة المدنية إلى حالة الانقسام الخطيرة في القضاء، مؤكدةً أن هذا الانقسام هو نتاج تغلغل نفوذ الفساد السياسي في مؤسسات القضاء التي أصبحت خاضعة لسيطرة السلطة التنفيذية في مواردها. هذا التدهور في استقلالية القضاء يقوض مبدأ سيادة القانون ويفتح الباب على مصراعيه لمزيد من الفساد والإفلات من العقاب.
الأزمات المفتعلة ومعاناة المواطنين
لقد بات سكان المحافظات الواقعة تحت سيطرة الشرعية يعانون من أزمات مفتعلة، ناجمة عن الاتجار السياسي واستغلال المسؤولية في احتكار المشتقات النفطية والسلع الأساسية. هذه الممارسات ألحقت أضرارًا جسيمة بالمواطنين الذين يعيشون بالفعل تحت خط الفقر، وزادت من معاناتهم اليومية.
#انتشار المافيات والعصابات: ثقافة فساد متجذرة
تحذر الحركة المدنية الحقوقية من تفشي المافيات والعصابات كنتيجة مباشرة للفساد الذي أصبح ثقافة عامة. لقد خلقت المنظومات السياسية مافيات وعصابات سياسية رأسمالية متوحشة تستغل غياب نظام قوي، وتستفيد من الوضع الراهن الذي يشهد تدخلات وصراعات كبيرة. تؤكد الحركة أن العاصمة عدن أصبحت تحت سيطرة هذه المافيات السياسية عبر عصابات تسيطر على المؤسسات وتمارس النهب والتدمير
مسؤولية المجتمع الدولي
تحمل الحركة المدنية الحقوقية المجتمع الدولي المسؤولية الكاملة عن هذا الوضع المتردي، نظرًا لأن اليمن يخضع لتدخل مباشر من قبل المجتمع الدولي منذ أحد عشر عامًا. هذا التدخل يفرض مسؤولية أخلاقية وسياسية على المجتمع الدولي للتحرك بجدية لوقف هذا التدهور المريع وإنقاذ اليمن من براثن الفساد.
ندعو المجتمع الدولي إلى:
الضغط الفوري على سلطات الشرعية لوقف ـممارسات الفساد وتقديم المسؤولين عنها للعدالة.
ـدعم استقلالية القضاء وتفعيل آليات الرقابة والمحاسبة.
ـوضع خطة شاملة ومستدامة لمكافحة الفساد في اليمن، مع ضمان الشفافية والمساءلة.
إن صمت المجتمع الدولي أو تردده في مواجهة هذا الفساد المستشري سيعمق الأزمة الإنسانية والاقتصادية، وسيهدد مستقبل اليمن بأكمله.
Urgent Appeal Issued by the Independent Civil Rights Movement to the International Community: Corruption Devours the Legitimate-Controlled Governorates in Yemen

Independent Civil Rights Movement** issues an urgent appeal to the international community, asserting that indicators of corruption have reached their peak in the governorates under the control of the legitimate authority in Yemen. The current situation portends a real catastrophe and threatens to undermine any efforts to establish peace and stability in the country.
The Movement has repeatedly pointed to the exacerbation of this destructive phenomenon. The recent statements by the Central Bank, which revealed the non-remittance of revenues from 147 revenue-generating institutions to the Central Bank, confirm what the Movement had previously warned about. This is not the first time such shocking facts have come to light; it was preceded by statements from a special committee of the World Bank, which confirmed that the Central Bank was suffering from the non-remittance of governorate revenues during an investigation into the disappearance of funds from the Central Bank.
Exploitation of Influence and its Impact on the National Economy
Today, we are witnessing a dangerous phenomenon: senior officials engaging in private trade, which clearly indicates the exploitation of public office for personal gain. This exploitation has led to an increase in the pace of corruption within institutions and the diversion of revenues for currency speculation, causing the collapse of the national currency and dire economic consequences for citizens’ lives.
Fragmentation of the Judiciary and Infiltration of Political Corruption
The Civil Movement points to the dangerous state of division within the judiciary, affirming that this division is a result of the infiltration of political corruption’s influence into judicial institutions, which have become subject to the executive authority’s control over their resources. This deterioration in judicial independence undermines the principle of the rule of law and opens the door wide to further corruption and impunity.
Fabricated Crises and Citizens’ Suffering
Residents of the governorates under legitimate control are now suffering from fabricated crises, stemming from political profiteering and the exploitation of responsibility in monopolizing oil derivatives and essential goods. These practices have inflicted severe damage on citizens who are already living below the poverty line, increasing their daily suffering.
Proliferation of Mafias and Gangs: An Entrenched Culture of Corruption
The Independent Civil Rights Movement warns of the proliferation of mafias and gangs as a direct consequence of corruption, which has become a general culture. Political systems have created savage capitalist political mafias and gangs that exploit the absence of a strong system and benefit from the current situation marked by significant interventions and conflicts. The Movement confirms that Aden, the capital, has come under the control of these political mafias through gangs that dominate institutions and engage in looting and destruction.
Responsibility of the International Community
The Independent Civil Rights Movement holds the international community fully responsible for this deteriorating situation, given that Yemen has been under direct international intervention for eleven years. This intervention imposes a moral and political responsibility on the international community to act seriously to halt this appalling deterioration and save Yemen from the clutches of corruption.
We call upon the international community to:
- Immediately pressure the legitimate authorities to stop corrupt practices and bring those responsible to justice.
- Support the independence of the judiciary and activate oversight and accountability mechanisms.
- Provide urgent humanitarian assistance to those affected by the fabricated crises.
- Develop a comprehensive and sustainable plan to combat corruption in Yemen, ensuring transparency and accountability.
The international community’s silence or hesitation in confronting this rampant corruption will deepen the humanitarian and economic crisis and threaten the entire future of Yemen.
